Ask 100 older isolated people if they had a clue about any of this or find a link where they could actually sign up. Cost the government $$$ to keep it, if it exists.

A program concept ...
MagicJack is a telephone service .. (now cost about $50 a year)
I get bunches of calls from spammers, never heard.
But when anyone calls I get an email notification.
No one would want a constant, daily email or might not check on it.

A magicjack subscription registered to MrChecker ( voip connection)
Multiple people with potential problems could call that number.
Endangered people would call in each day.. just a few seconds till they heard the greeting would be long enough.
The computer program would check the incoming email and if individuals did not call in in a period of time, it would notify those connected to that person.
NO humans needed to accomplish this task

Working with Amazon or Google type devices
If people are down and can't get up but are able to cry for help, such voice devices could be programmed to contact help.
I just have one to scan the web when I am in the sack, but these devices could be integrated as phones (with the ability to contact others without touching it)
If I say Alexa put something in my basket.. it will put the info in some todo application.. just as easy to adapt them for emergencies.

Detectors I am aware of operate on light/sound .. some kind of moment.
If the Google/Alexa device observed there was no moment for a period of time, then it would relay that info.

You can make phone calls from Google Nest and Alexa by voice. Who will the fallen call, wonder if their phone is busy or they are not there.
With a dedicated phone number connected, their call will go there. The computer would identify the caller and relay the info.

If the device was used as an ordinary phone also, when people made calls, the program would gather info of when they were active.

Companies like Amazon that are selling things profit by having a device connected to them.
I would guess a great majority of those getting in bad shape would not understand or be aware of such a device. Who will set up the devices?
Libraries, Churches, Hospitals .. such public interest sessions of all kinds. Or an online class, taking them through it step by step.

Paid service.. with this device there would be nothing more then a land line/computer connection used (with out paying minutes on a cell)
